Juan Carlos Estanga, EE, has consulted in Latin America in the electricity and water sectors for companies, governments and international organizations. He has testified as an expert in technical aspects of the electricity industry. He specializes in regulatory matters, tariff design, technical diagnostic and analysis of electric companies, reengineering of electric distribution companies, network and operations engineering, metering, technical and commercial quality of service, management optimization, technology, optimization of operations, cost control and optimization, procurement, analysis and implementation of investment programs.

Eng. Estanga has provided consulting and expert testimony for cases involving utilities in several countries, including Argentina, Guatemala, and Brazil. He has significant experience working for both private and public electric utilities. He was an advisor to the director of the Argentine state-owned utility Agua y Energia Electrica from 1987-1989, and was General Manager of Servicios Eléctricos de Gran Buenos Aires (SEGBA), an electric utility servicing the Buenos Aires metropolitan area, from 1985 to 1987. Before that he worked with the electric utility Compañía Italo Argentina de Electricidad in various positions, including Director and Assistant Manager of Distribution. Eng. Estanga has taught classes in the fields of Electrical Engineering and Electrotechnics at the University of Buenos Aires and the Argentine Electrotechnic Association.

Eng. Estanga earned degrees in Electrical Engineering and Economics from the University of Buenos Aires, Argentina.
